Pang is a creature, lifespans are different.

Mike isn't Active.

Na'shto is a magical entitie. So life-spans are different.

The Daikun children have a rapid growth speed, seeing as they're connected to Naria, and she's a megical entitiy.

Athena was around before the rule.

Tzakuto. You didn't even get the name right-- has been around since before the rule. And she's of a different race, different life-spans. Technically she's not a kid, or Zaku'd have been a pedophile.
