What the applicating abilities can do: If Foley should need to go underwater or hold his breath for some reason, the CO2 will be vented into the space inside his suit, while the oxygen is taken from the suit itself, the longer he can stay underwater depends on how large the fire in his containment skull is.
Where they are going to learn, or have learned said abilities: On an exploration long ago.

What the applicating abilities can do: Basically it's a protective plate made of steel that folds over his glass dome.
Where they are going to learn, or have learned said abilities: After having his glass dome smashed open by a bugbear while exploring the mountains of Talibar, he realized his vulnerability for his soul being put out of flame. He went to the nearest city to repair his glass containment head, and talked with a blacksmith about adding on a piece to his suit.

Aye, Elementals shouldn't need to breathe like normal humans, especially seeing how fire would produce CO2 and cut off any oxygen that he'd be getting.
