Bryan was born and raised in the godlike city of New Eden. His parents were happy, so happy to have a little boy. Always so well mannered, and so athletic. He grew up with no rules, no boundaries. He tried everything that was open to him, everything he could get his hands on. Nobody argued with anything he did because his family was so respected. His parents thought that, while he went through schooling and while he was young, that he needed no attention. There was no need for hand-holding. This was where they went wrong. Bryan got his hands into some sticky stuff. Drugs, Guns, Crime. His parents paid no mind to his misbehaving. So he kept getting deeper in the soup. Getting worse. Making new "friends". That's where everything started going downhill. One of his "friends" invited him into his "club". He gave Bryan a gun, and told him how to use it. It was all so easy to make money. Bang. Bang. They're dead. Take everything. That's what he lived on.
It wasn't until he was 19 that everything caught up to him. The force, they came so fast. He didn't even have time to pull his weapon before they took down about everyone in there that was a member. Before he knew it, his boss was dragging him toward the secret exit in the house. He couldn't keep any of his thoughts straight. His boss slapped him across the face, yelling at him quietly to get up. He scrambled to his feet, reaching to unhook the bandolier that kept his gun from falling off his back. He unclipped it, feeling the smooth grooves of his gun's handle. His boss broke his concentration. "They're all gone." Bryan's face looked as if he'd seen a ghost. "You're lucky to be alive, son. You should thank me." That was the last time he saw his boss, Tony. Before he went solo. He went back to what he did before. Small crimes. Robbing stores. Houses. But it got worse. He pillaged supply trucks, selling anything in them on the black market.
He got into gambling a few years after the incident, he saw it as less risk than stealing, but it still payed him back if he played his cards right. His favorite game was Blackjack, which he excelled at. He knew just what to do in all the games. The casino he went to was completely unaware of his real name, so they began to just call him "Blackjack." It stuck, and he kept winning. One day, a very strange-looking human approached him and told him that if he could win a poker game against him and his friends, he could win a truck, and a few hundred credits. You should'a seen the look on his face when I turned my cards over. The satisfaction he got when the keys were thrown to him. They warned him that the truck wasn't exactly "legitly" obtained. He didn't care. He took it to one of his friends, who happened to own an auto-shop. He got most any decals removed, and sprayed it with new black paint. One of the better editions he made was that he painted white clubs onto the hood and the doors.
This was his life. The story, people had tried to end it. The book doesn't close just yet. Bryan doesn't give up. Next stop, Turmalis.

I'm pretty sure Kali's gonna be pissed that you're using the same model as the Omega Legion jeep. (If I'm not mistaken, Omega Legion developed that vehicle themselves, right? Since they hate humans, I doubt he'd have obtained the jeep legally.) Perhaps you could add a section in the bio about how he stole it from Omega Legion and resprayed it?
That aside, the bio itself seemed like it could've been much better. You didn't even mention how he got the nickname "Blackjack." That suggest he has some sort of connection to gambling - perhaps add that to the bio. A gambling addiction, or some other flaw to his character.
I'll give my approval if you do what I mentioned above, 'cause otherwise, it seems quite good. Nice job.

The Hazenn, then the Ranneck Arms Co. developed it, not Omega Legion.
Omega Legion were hired to protect the many archaeological sites scattered around Eshira and they aquired the vehicular compliment of the Hazenn's former military base.
He could have easily been given one by his parents from the original Hazeen line of civilian vehicles to quote:
"Originally developed on the Hazenn homeworld by the Ranneck Arms Co. as a civilian recreational vehicle, the initial versions of the ATLC were popular among off-roaders and civilians living in mountainous areas."

I'm confused. Does the jeep just look like that, and you're using a regular HL2 jeep as the vehicle ingame? or is the jeep actually the type i made a lore thread about, and you want to use the same model?

I'm a little worried about the "exoskeleton" thing. In my experience with sci-fi RP, mechanical suits and cybernetics were used to give characters super-strength and reflexes, making them overpowered. While hydraulics are strong, I don't think they'd boost his speed a whole lot, if at all, especially if they have few electrical components.

I might be mistaken, but from what I can see from the page source, it's in munroe's signature. I might be wrong, though. Sorry if I am. I'm no good at reading html. I only found the URL and saw that it was right after one of his posts.
Edit: Yep, it's Munroe. This shows that it's either Munroe or Phry, which doesn't help because Phry posted on the last page as well But Phry didn't post in this, and Munroe did. You can hear the sig in both of those threads, so it must be Munroe.

I think I have the ability to accept/deny applications; I'm a super in the server. I'm not a moderator, so I can't actively move them, though.
Just sit tight. Kali'll move it eventually. There's nothing stopping you roleplaying with the character once it's been approved. It gets moved to the accepted section to keep everything tidy.
