| If he was evil, and the guards knew it, despite what people may thought. They'd still apprehend him. And if they hired an assassin they would be breaking the law themselves. |

| Silly thread is silly.
Of course it's illegal to assassinate, but if a government assassin is doing the job, HE'S TECHNICALLY NOT AN ASSASSIN. A person employed by the guard to kill a person is an operative, and is only used if the person in question to be assassinated is himself/herself breaking a law which results in a death penalty. |
