Then.
In the early days of the Leyanaran people’s existence, they were under a state of constant Martial Law. Ruled over by Commander-Priest Dien Na’loth and his highest ranking officers, all decisions, laws, and enforcement were carried out by the military.

Oft-times, Dien would allow his officers to confer amongst themselves, preferring a gentle touch. When he willed it, though, his word was law.

When Commander-Priest Dien passed onto Saint-Hood, the so-called “Officer-Board” never chose a new “true” leader.

As the years passed on, and Leyanara gained a hold on her hostile environment, the people seemed to have little need of a military leadership.
And thus, after the time in which the dwarven people met the people of Leyanara, the Board voted unanimously; a “Civilian-Council” was to be created, elected by the people from the people themselves, to run the day to day affairs of the city.

Gradually, this grew to include laws and enforcement, the military itself declining.

Even though, even to this day Leyanara is under a state of technical martial law, it applies no practical use. The Officer-Board technically has the authority to overrule any decision made by the Civilians-Council; however, in nearly nine-hundred years, the Officer-Board has only overruled the Council four times.


Now.
As the years have passed, the Officer-Board, along with the military itself, have fallen into nothing but tradition. The Officer-Board now only meets once a year, it’s members scattered across all of Aeria; several have joined the Talibarian Military to great glory.

Leyanara even technically has it’s own standing military force; however, these elves are trained for oft nothing but show and tradition, modeled after Saint Dien. Several have become successful mercenaries, or high-ranking officers within the Talibarian Army; Leyanaran “soldiers” have a reputation of being extremely loyal and skilled.

The Civilian-Council, or as it is more commonly called, simply the Council, is elected from the general public. However, the people tend to choose from bloodlines of successful politicians; This makes it extremely hard for a non-noble or non-bloodline citizen to be elected.

As new peoples began to flow into Leyanara following the end of it’s long isolation fifty years ago, the Council conferred and decided that each new people required at the least two thousand citizens in order to be able to vote for a council member. It was also decided that from races ten thousand strong, no matter the time there must be an elected member of the race on the council.
This has served well but fragile, as a people will often vote for their own species regardless.
