Although some members of the Horizon are already skilled, greener members (New characters) are allowed to accept training from a member of the council, and when the council member decides the student has 'completed' their training, the recruit will be allowed to take on bigger and more dangerous contracts.
The student has the choice of one of three lessons to take from the council. The teacher is depending on what lesson the student wants.
Weaponry- The student is taught how to use mundane weapons in combat, like swordsmanship, throwing daggers, poisoning your weapons and the proper use of caltrops and traps.
Martial Arts- The lesson on how to hone your body as a weapon. Includes many deadly uses for the body, and easily grows flexibility and strength on the user.
Spellcasting- The student is taught about weave and casting magic, normally shadow weave, the magic of Shar. The Horizon is a faction of Cyric, who is said to have sway over Shadow Weave. This lesson also includes mental focus and how to cast your spells effectively, moreso than being taught a variety of spells.
When the recruit has eventually proven they are worth time and money, they may take a second lesson. When they have shown they're a valuable asset to The Horizon, they can take the third lesson.
